Kazakhstan to build city under tent

This was in Digg today, and I thought it was really interesting. Kazakhstan is planning to build a city under a giant tent. The tent is going to be 150 meters tall, and the area underneath is going to be the size of ten football stadiums, which shall be a small city with golf courses and shopping malls.

One question: How will manage if Katrina's little sis comes around? ;-)
